EUROCONTROL’s Provisional Council
EUROCONTROL’s policy-making body reconvened on 10 April 2003, under the Presidency of Mikko Talvitie, Director General of the Finnish Civil Aviation. Philippe Joppart, Policy Manager, ACI EUROPE reports.

At the request of stakeholders, EUROCONTROL analysed the impact of the current crisis from an operational, economic and financial perspective. The monthly ATM traffic statistics recorded in the European Civil Aviation Conference (ECAC) area range from a 1% growth to a 3% decline in traffic.
As EUROCONTROL’s Director General, Victor Aguado, pointed out: 'These are crucial times for European ATM. Strategies and initiatives are being developed and new institutional developments are taking place. At the same time, air transport has been hit by another crisis. We need to work together to address the challenges ahead. We have sufficient technical and institutional support to create a viable, robust, Europe-wide ATM network that will allow sustainable growth for the entire air transport industry.'
Runway Incursion Action Plan adopted
Concerning runway safety, the Provisional Council also adopted the Action Plan for the Prevention of Runway Incursions as recommended by the High Level Group on Air Traffic Management Safety (AGAS). It urged all Member States to implement its recommendations, monitor implementation progress and to ensure that the plan is updated with the latest recommendations. Cooperation between EUROCONTROL and the European Commission
Aiming to establish a framework for mutual cooperation and support, a Memorandum of Cooperation was adopted addressing the roles and responsibilities of the two parties in the implementation of the Single European Sky initiative, traffic and environmental issues as well as advances in research and development. To date, 14 of the 31 Member States have ratified the revised Convention, but fewer have ratified the Accession Protocol.
ATM 2000+ Strategy update approved
After a year-long consultation process that included all stakeholders, EUROCONTROL has updated its European ATM 2000+ Strategy. This roadmap for future evolution of air traffic management in Europe now reflects the operational and technological changes as well as the additional safety, security and environmental developments which have taken place since January 2000 when it was first adopted by the Transport Ministers of all ECAC States. The ‘Strategy’ contains measures relating to EUROCONTROL’s pan-European air traffic management programmes, including of course airport operations.
